Inmarsat/Viasat uses a Group SCAP ID as an identifier of a 2 SIM FBB service plan subscription. This Group SCAP ID is generated when the activation order is submitted, it doesn’t require pre-authorization. For further information on the Group SCAP please refer to Inmarsat/Viasat Nebula.
When activating the first device onto a service plan that allows for a 2 SIM sharing allowance, the Group SCAP ID will automatically generate in SDP. After completion the Group SCAP ID is visible in the Service Configurations of the device.

When activating a second device on the same Vessel on the same plan the SCP Group ID on this Vessel and plan will pop up in the activation wizard:

When activating multiple sim cards right after another, the validation will prevent the second activation to be entered before the previous one is completed. This is done to make sure that a Group SCAP ID that may be created by the first activation is propagated to IBIS before the second activation is started.
In case of a FBB activation / change plan with missing Group SCAP ID, IBIS will postpone deriving the Group SCAP ID one until provisioning happens. This way multiple future-dated actions on the same vessel are supported.
